Ads sell “get certified” as if it were one cart. It is at least two shelves: the entity database, and the socio-economic programs that can set work aside for you if you qualify.
What SAM.gov already contains
When you finish reps and certs, you answer questions about size, ownership, and other facts. That is self-certification for small-business size against the NAICS codes you list. It is free. It is not 8(a). It is not HUBZone.
What the programs are
8(a), HUBZone, women-owned tracks, and veteran-owned tracks are run on official government sites — SBA and, for veteran-owned, the current Veteran Small Business Certification path. Those processes have their own evidence, timelines, and rules. They move. We will not paste a 2024 how-to and call it current. Open the official program page for the one you think you qualify for.

Order of operations
Active SAM.gov first. Then apply to a program if you actually qualify. Paying a consultant to “get you certified” before you have a UEI is paying them to start at the free form. Paying them to invent eligibility you do not have is worse.
What a set-aside still requires
An Active entity, the right size standard, and — for program set-asides — the official certification the solicitation names. The Rule of Two can reserve work for small businesses without any of those extra programs. Do not buy a program you do not need.

- No. 8(a) is a separate SBA program. SAM.gov is the entity record underneath.
- Is a website badge enough?
- No. The contracting officer checks official systems, not your footer logo.
- Do I still need SAM.gov if I am certified?
- Yes. Programs sit on an active, free entity registration.
