15 October: Q4 small business goaling baseline
Fifteen October is the soft cutoff agencies use to credit Q4 small business obligations toward their FY 2026 goaling numbers. Contracting officers begin flagging awards that will not count toward the 23 percent small business goal, which is when many set aside opportunities get pushed into the next fiscal year.
Vendors chasing set asides should expect an unusually thin pool of new solicitations between 15 October and 30 November, and ramp up capture work for Q1 FY 2027 instead.
17 October: GSA Interact Mass Mod refresh
GSA's Office of Policy and Compliance typically pushes the quarterly Mass Mod refresh around the third Friday of October. The 2026 refresh lands on 17 October and will incorporate FAR overhaul clauses adopted in the September 2026 rules. If you hold a Schedule contract, download the refresh, run a red line against your awarded clauses, and respond to any deviation request before the 30 day clock runs.
Vendors without a Schedule can ignore the date, but vendors on Multiple Award Schedules should treat it as a hard deadline because missed Mass Mods have triggered contractor responsibility findings on past audits.
20 October: SAM.gov CAGE validation cut over
On 20 October 2026, the GSA Integrated Award Environment team will run a data quality cut over that flags entities whose CAGE record and legal business address do not match. The system will not deactivate you, but it will mark the record Submitted rather than Active until the mismatch is resolved, and a non Active record disqualifies you from award.
Check your record under the SAM.gov entity management screen before 19 October. The fix is normally a CAGE address correction through the Defense Logistics Agency portal, which can take five business days.
24 October: SBA size standard final rule window
SBA's internal target for the final size standard rule is 24 October 2026. A slip into November is possible, but if the rule lands on time, the new thresholds take effect 30 days after publication, which pushes the effective date into late November 2026 and the first set asides under new thresholds into December.

31 October: DBE personal narrative deadline
The Department of Transportation's final Disadvantaged Business Enterprise rule set 31 October 2026 as the personal narrative submission deadline for existing DBEs seeking continued certification under the new standard. If you are a DBE on a state UCP, treat 31 October as firm. There is no automatic extension, and a missed narrative means decertification and a one year reapplication bar.
31 October: FY 2026 year end closeout
Federal agencies close obligation authority for FY 2026 on 31 October 2026 if a full year appropriation is in place, and earlier if a continuing resolution is in force. October obligations routinely exceed the September total because agencies have a use it or lose it incentive to burn remaining dollars.

Shutdown contingency: what changes if funding lapses
If Congress does not pass a full year appropriation or a continuing resolution before the new fiscal year, a lapse in appropriations begins on 1 October 2026 and we have already lived through several of these.
